Working within the Public Sector this role will be tasked to assist deliver a project concerned with the assessment and improvement of Air Quality within the city of Cambridge. Working alongside the Project Lead and partner organisation Primary Goals include:

1. To proactively collate and consolidate existing air quality modelling, monitoring and traffic data to establish definitive baseline air quality conditions in Cambridge.

2. To use the available budget to commission and interpret air quality modelling works to cover any omissions / gaps in the existing body of data.

3. To scope, and implement the production of a comprehensive feasibility study and implementation plan for the establishment of an appropriate ‘Clean Air Zone’ for Cambridge following latest

Government guidance.

4. Using available guidance, to establish a written procedure for the assessment of the impact of proposed City Deal funded transport interventions on Air Quality in the Cambridge Area

5. Where interventions relate to City Access interventions or will not otherwise be assessed -

to commission modelling, interpret and report on the likely cumulative impact of interventions.

6. Where interventions form part of wider capital transport schemes, that will be subject to planning processes, the post-holder will ensure that the established procedures for assessment of air quality impacts are followed, interpreted and reported appropriately.

7. To seek out partners within other sectors, especially health and business, and to develop long terms partnership working to deliver co-ordinated projects that offer value for money that deliver the air quality objectives.

8. To set up and manage and/or procure relationships with other services, Local Authorities, contractors, consultants, central government departments, commercial and voluntary organisations. These can include contractual relationships with the requirement to continuously monitor performance to ensure partnerships continue to deliver benefit and offer value for money.

9. To ensure the Board is kept up to date with continuously evolving local and national air quality policies and regulation, and to make recommendations that would either improve current programmes of work or identify new opportunities.

10. To identify and bid for external funding opportunities to support air quality related activity that can meet the service objectives. All opportunities must be delivered within the scope of resources available to the team.

11. To assist in the development of strategies and policies that can be delivered alongside local and national policies and to ensure they meet the wider objectives where possible.

12. To attend and present reports to committees, Board and senior management meetings, as well as attending and representing the service at liaison meetings with other services, agencies or business partners or community groups.

13. To design and implement a programme of promoting energy efficiency across all tenures, including events, promotions and activities and to provide a resource for outside organisations to provide information, presentations and attend meetings.

14. To carry out basic budget monitoring and purchasing of goods and services.


Person Specification:

1. Candidates will have experience of delivering a range of projects to cost, time and quality.
2. Experience of assimilating a range of complex technical information, relating these to non-technical audiences.
3. Relevant experience of partnership working across a range of stakeholders within a changing policy environment
4. Experience of contract management and procurement requirements.
5. Ability to manage a budget
