Purpose of Post:

To support the Commercial Estate Manager in the delivery of an economical, efficient and effective Commercial Estates service. This will be achieved by the post holder providing high quality support to the commercial property portfolio, as well as the wider Council estate, and to the tenants of the Commercial Estate. There will be a requirement to undertake negotiations for lettings and leases with tenants for both the Commercial and Non-Commercial Estate.

Main Duties and Responsibilities:

1. To effectively deliver the following services in line with prescribed deadlines:

• Grant new leases, lease renewals, licences and agreements in accordance with policy and service plans. Undertake relevant administration where needed.
• Negotiate new and current tenants in respect of rents and ongoing rent reviews in order to maximise revenue income, adhering to best practice, secure Best Value and deliver relevant performance indicator requirements.
• Deliver professional estate management services. This may include, but not be limited to, dilapidations, insurance, repairs, health & safety, licenses, wayleaves, assignment, change of use and sub- lettings in order to maintain and enhance the property portfolio.
• Advise clients on the day-to-day aspects of the disposal and acquisition programme and facilitate as necessary.
• Undertake option appraisals; property reviews and property searches to ensure that the governance around all operational assets acquisitions and disposals is robust and compliant with statute and in line with Policies.
• Also, maintaining registration for all property with relevant government and other agencies.
• Enforce contractual obligations firmly & fairly.

2. Manage the estates software package and take responsibility to populate & maintain data and produce management reports as required.

• Maintain the asset register and report to management as required.
• Proactively seek to market vacant properties reducing void periods, ensuring empty properties are kept secure and associated utilities managed.
• Once rents are agreed, ensure all rents (and service charges) are invoiced in a timely manager and that monies owed are collected efficiently and effectively.
• Maintain excellent working relations with both the Miscellaneous Debts Team and the shared Legal Service to ensure that debt recovery is timely.
• Implement the rent arrears recovery policy to ensure debt is kept to a minimum.
• Issue instructions for any repairs and ensure that these are carried out efficiently and within budget.
• Oversee the day-to-day income budget for the Commercial Estates service to ensure that rents are being appropriately collected and service KPIs are met. Including timely reporting to relevant officers and member meetings.
• Support the Commercial Estates Manager in the acquisition and disposal of Commercial

Investment Strategy properties (including marketing), in order to maximise capital receipts on disposal and minimise the cost of sale on acquisition, in accordance with relevant Council Polices.

3. To support the Commercial Estates Team includes:

• Supporting the development of and agreeing the annual Service Development Plan for the Section and participating in the Personal Development Review process.
• The strategic assessment of the Councils property portfolio.
• The development and implementation of estate policies & procedures.
• The achievement and monitoring of performance targets.
• Continually improving current procedures and practices so that they reflect best practice and increase the efficiency and effectiveness of staff and managers.
• Managing administrative tasks in line with statutory and local targets.
• Safeguarding the health and safety of the team.
• Representing the Section and Division at nominated working groups and outside bodies.
